PSC has updated HRPTS to enable some changes for leased mileage claims.
These are as follows:
- Employees with electric leased vehicles to claim mileage from the following dates:
- AFC electric leased cars – from 1st April 2017
- M&D electric leased cars – from 1st April 2020
- M&D electric non leased cars – from 1st April 2020
These employees should now from immediate effect be able to claim on the system.
2. The Department of Health, in February 2023, issued a circular introducing new rates for leased vehicle owners from 1 April 2023 as shown in the table below. These rates will be reviewed and updated quarterly in line with the DoH circular for fuelled vehicles. Electric rates will be updated in line with the HMRC Advisory Electric Rates.

To note – Employees had been advised not to claim leased car mileage from the 1st April 2023 to enable PSC to implement the changes to the system to support the circular. However we have identified claims made during the period Apr 2023 to July 2023 and therefore these employees will have been overpaid. PSC will review claims made and seek recovery of overpayments in line with the regional overpayments policy.
